It is a great honour for me to be in your presence today as the 25th Commissioner of Police, Delta State Police Command.
I thank the Almighty God for making this day possible. I also sincerely appreciate the Inspector-General of Police, IGP Olatunji Rilwan Disu psc (+), NPM, for the trust he has placed in me to lead this Command.
I am fully aware of the responsibility that comes with this office; hence, the safety of lives and property in Delta State is our priority, and I am committed to doing everything within the law to ensure that residents and visitors to the state feel safe in their homes, workplaces, communities and places of interest.
Delta State, being one of the country’s economic hubs, is very vital and critical in the Niger Delta Sub-region. It is therefore important that the State has a strong and effective security architecture to support the national growth/development and stability. While the State offers many opportunities, it also faces security challenges. Our duty is to address these challenges and maintain peace and order across the State.
MISSION STATEMENT AND KEY AGENDA FOR DELTA STATE COMMAND:
Mission Statement:
To ensure discipline, provide intelligence-driven, community-oriented, community oriented and professionally coordinated policing that protects lives and property, prevents and detects crime, apprehension/arrest/prosecution of criminals, strengthens public confidence in the Force, and makes Delta State safer for all.
Key Agenda:
Discipline
(A) To enforce strict adherence to Police Rules/Regulations and Ethics, Public Service Rules and be subjected to the rule of law.
(B) To promote professionalism, respect for human rights and zero tolerance for Corruption, extortion and ethical misconduct.
(C) To Reward officers who demonstrate integrity and exceptional service.
Community Policing
(A) To strengthen Police community partnerships through engagement with traditional rulers, community leaders, youth organisations,y women’s groups, religious bodies, and other important stakeholders.
(B) To encourage community based intelligence gathering and early reporting of suspicious activities.
(C) To make the police more accessible and responsive to the peculiar security needs of each community.
Improved Synergy with other Sister Security Agencies
(A) To establish a stronger operational cooperation with the other relevant security agencies.
(B) To promote joint operations, intelligence sharing, coordinated patrols, and rapid response to emerging threats in Delta State.
Crime Fighting Strategy
(A) To adopt an intelligence-led and proactive policing aimed at preventing crime before it occurs.
(B) To intensify and strengthen the ongoing operations against kidnapping, cultism armed robbery, cybercrime, violent crime, oil-related crimes and other emerging threats in Delta State.
(C) To deploy personnel and resources based on crime trends and identified hotspots within the State.
Public Confidence
(A) To restore and sustain public trust through professionalism, fairness and timely response to complaints.
(B) To ensure treatment of all citizens with dignity and respect irrespective of status.
(C) To strengthen police visibility and responsiveness while communicating achievements where necessary.
(D) To establish a policing culture in which the public sees the police as partners in security, not merely as an enforcement institution.
Rebooting Crime Fighting Methodology
(A) To conduct a comprehensive review of existing operational strategies with a view to identifying what works, what does not and what needs to change.
(B) To shift largely from reactive policing to proactive, intelligence-driven, and technology-enabled crime prevention.
(C) To establish measurable performance indicators for all the command Tactical teams and restructure their activities and operations.
(D) To adapt continuous strategies to emerging crime patterns through data analysis, intelligence assessment, technology and regular training.
CONCLUSION:
I would like to acknowledge the efforts of my predecessor, CP Yemi John Oyeniyi psc, acipm, mnips, and the management team, whose work has helped to strengthen the Command. We will build forward, not backwards, consolidating gains while confronting emerging threats with renewed energy and clarity. To the good people of Delta State, I encourage you to support the Police by providing useful, timely and credible information, as your cooperation is very necessary and important in helping the Command to keep the State safe. To the officers and men of the Command, the expectations are clear. We must all align with the mission statement and key agenda of the command under my leadership.
